Overview
NEST is the mysterious corporate network that oversees the rebuilding of Los Santos and San Andreas in NoPixel V. Ownership, purpose, and true leadership have never been established. After the violence that closed the prior era, NEST secured a government contract to direct the rebuild — with Ian Crawford’s oversight — and now sits above mayors, PD, and DOJ on paper whenever it invokes “Order and Rule of Law.”
“Together, we build the future.”
Public face: “the #1 contracting solution for re-establishing government-citizen harmony and prosperity.” Promo copy promises to “protect your good eggs, and crack the bad ones,” and lists prior engagements in Northern South Africa, The Free States of Alberta, Lesser Russia, West Virginia 2, and New Jersey.
Private structure: a web of shell companies, property groups, and intermediaries built to hide whoever stands behind the brand. The name keeps surfacing next to valuable properties and figures tied to The Faceless, the Investors, The Oracle, and the city’s older hidden power structure.
Control Designation Contract
Presented to the Mayoral Office by Ian Crawford. It lets NEST make decisions on the government’s behalf over the city budget, maintenance of public and private property, policing and public safety, and clarifying/enforcing city and state law — plus any further areas “for the benefit of the rebuilding of Order and Rule of Law.” It stays in force until NEST itself decides public safety and prosperity have been fully restored.
In practice: mayors still campaign and PD still raids, but the rebuild calendar, key property handoffs, and “we confirm the radio breach” statements keep routing through NEST.

Oversight / Order of the Shadows placement
Played by Capped. Placed to ensure the two-year rebuild of San Andreas went to plan. Faceless history: Dark Stone logistics officer, “killed” on paper, interrogated about Integrity Uplinks, later tied to Davis City Hall and the Architect’s break-and-rebuild design. By August 2026 the Faceless concluded he had embedded so widely they might no longer control him — Charlie’s obsession with him ended with Charlie’s death at Carmella Corset’s hand.
Anthony Breakwood
Public NEST representative
Also played by Capped. Posits NEST as the “savior” of Los Santos while working the government, PD, and DOJ. Facilitated handing Pixel Casino keys to Kevin Whipaloo / Thomas Blanc (Sept 14). Employed Andi Coots (assistant) and Skipper Jones (chauffeur). Claims ~15 years with NEST; in the city since 2024; wrote Talon-era letters about City Hall rubble cleanup after the 2025 bombing.
John Bailey
Attorney General (NEST-appointed)
Heads the reopened Department of Justice under the new Constitution. Moderated mayoral debates; later abducted by Varys Mond (Oct 3).
Charles Dawson
Police Commissioner (NEST-appointed)
Highest law-enforcement authority for SASP / LSPD staffing in the reopened state.
Shells & shadows
NEST does not publish an org chart. Watchers track the shells and older factions whose names keep colliding with the rebuild brand.
Wolfs International
Real-estate / property shell. Public face Elliot Collins (Funhouse keys to Chatterbox; realtor hiring). Identified as the shell through which NEST tried to buy Rooster’s Rest after Lang Buddha traced an overpriced offer through corporate paperwork.
The Faceless
Pre-V clandestine syndicate (Mr. Blue, masks, hit contracts, The Echelon / The Hollow) that spent years on a break-the-city / rebuild-the-order design. NEST’s rebuild sits in the wake of that violence; Faceless pages and Ian Crawford’s trail are the deep lore behind why a contractor holds a Control Designation Contract.
The Oracle
Counter-network that tried to expose The Faceless with encrypted drops and intelligence. NEST’s name has been linked, in conversation and investigation, to the same shadow layer as Oracle / Investors / Faceless — without a clean org chart.
Nu Epsilon
Breakwood has said NEST absorbed Nu Epsilon along with Wolfs International and NEST Construction — even as Mayor Stellano’s Nu Epsilon brand and the wider Epsilon radio/graffiti mystery keep running in parallel. See the Epsilon note.
